White Plains is the most important, busiest stop on the Harlem Line. Nearly every Harlem Line train serves the station except for a few peak direction rush hour trips (2 in the AM Peak, and 4 in the PM peak, plus trains that terminate short of White Plains primarily at Crestwood). No trains originate or terminate at White Plains, all local trains terminate at North White plains one stop north, that most off-peak express trains also serve, making either this station or North White Plains the station for intermediate riders to transfer at. The station is located a block away from Bee-Line Buses' TransCenter, their most major hub, located on the ground floor of the parking garage across Ferris Avenue from the station.

The station is located on an elevated embankment . For trains, the station has two tracks and two platforms. The main platform is an island platform that is extremely wide. Station services are in enclosed areas directly on this platform, including the main waiting area, restrooms, and the ticket office, open daily from 6:00am to 9:00pm. There is also a side platform only along the normal northbound track that serves as an exit platform, trains open their doors on both sides and the entrances to this platform have no entry signs. The station is fully ADA accessible. Both platforms are entirely covered by brown canopies. The island platform's columns are designed to look like bricks (that is also the design of the walls that aren't windows of the station buildings located on the platform). From 2018 to 2020, the station is undergoing a $135 million reinvestment that will add an elevator to the side platform and replace the canopies with modern steel frameworks and wooden roofs, glass around platform staircases, digital message signs, and of course Cuomo’s Wifi and USB charging ports. As of October 2018 the southern entrances to the island platform and the canopy in this area has been renovated.

For access, the southern end of the island platform has a staircase from the southern side of Main Street this leads to a pathway between the two tracks before leading to the southern end of the island platform. The next entrance is a staircase up from Tarrytown Road. This is followed by the main ticket office and waiting area that have a staircase/escalator down to the station's main drop-off loop (and greyhound stop), and up to an enclosed pedestrian bridge to the closest Parking garage (there is no way to reach the TransCenter without crossing the street). A single elevator connects these three levels. There is a final entrance to the island platform towards it's northern end via a staircase and through an original underpass. The exit only side platform has a bridge at the same level to the main parking garage beneath the main pedestrian bridge by the station elevator, and a second bridge towards it's northern end. There is also a staircase down to the main car drop-off loop by the main station entrance.
